WASHINGTON (Reuters) – Tea Party champion Sarah Palin, who has already ruled out a 2012 presidential run, on Monday attempted to dangle her name anew as a possible Republican candidate, although it’s probably too late.

In an interview to air on Fox Business Network’s “Follow the Money” program, the 2008 Republican nominee for vice president was asked whether she would still consider a run for the White House.

“It’s not too late for folks to jump in,” Palin said. “Who knows what will happen in the future.”

Palin, the former Alaskan governor, ended months of speculation when she said in October that she would not seek to unseat President Barack Obama.

John McCain’s vice presidential nominee and favorite of the conservative grassroots Tea Party movement has repeatedly toyed with the idea of running for president. She has even held bus tours and campaign-style rallies attended by a passionate group of supporters who have begged her to run.

The first nominating contest in the 2012 elections will be held on January 3 in Iowa.

AUSTIN, Texas (Reuters) – Former Miss Venezuela Eva Ekvall died in Houston on Saturday after losing her battle with breast cancer, according to the Venezuelan TV news network Globovision. She was 28.

The former beauty queen had worked to promote cancer awareness since being diagnosed in 2010.

The hospital in Houston where she reportedly passed away, and the funeral home there where her body was taken declined to comment on news of her death.

Ekvall won the Miss Venezuela title in 2000 and was a third runner-up for Miss Universe in 2001. She also worked as an actress and television anchor.

Although known for her beauty, Ekvall was depicted bald and without makeup in her book Fuera de Foco (Out of Focus) released this year, which chronicled her fight with breast cancer. Photographer Roberto Mata showed the beauty queen throughout her cancer treatment and as her illness regressed. She wrote the text of the book.

SenosAyuda, a Caracas-based breast cancer awareness organization, said in a tribute on its website that Ekvall’s legacy will pave the way for thousands of Venezuelan women.

“Thank you for so much in so little time,” the tribute said in Spanish.

Ekvall is survived by her husband, her daughter, her parents and her brother, according to SenosAyuda.

LOS ANGELES (Reuters) – A California teen was sentenced to 21 years in jail on Monday for shooting to death a 15-year-old gay middle school classmate who he said made unwanted sexual advances.

The sentencing of Brandon McInerney, the result of a plea deal with Ventura County prosecutors, brings to a close an emotionally charged case that previously resulted in a hung jury on a charge of murder and hate crime.

McInerney, who was 14 at the time of the shooting in 2008, was sentenced to 21 years in California state prison with not reduction for good behavior or credit for the four years he already served in prison, prosecutors said.

Prosecutors said McInerney, now 17, took a gun to his middle school in Oxnard and sat in a computer lab with classmate Larry King before shooting him in the back of the head and then firing at him as he lay on the ground.

King died two days later after he was removed from life support at a local hospital.

“I’m relieved for the family of Larry King that this case is finally over,” Ventura County prosecutor Maeve Fox told Reuters. “I am sad to some degree that the jury could not convict him of murder in the first place, but it will allow both McInerney and the King family to put this behind them and move forward.”

Prosecutors initially charged McInerney as an adult and accused him of murder with hate crime and gun use enhancements, in a case that was moved to suburban Los Angeles over concerns he might not get a fair trial in Ventura County where the shooting occurred.

King, 15, was openly gay, and McInerney’s attorneys argued he made sexual advances to their client.

Ventura County prosecutors said McInerney targeted King because of his sexuality and they stressed that King, far from being the aggressor, was being bullied and was 30 pounds lighter than McInerney.

After nine weeks of trial, the jury failed to agree on a verdict against McInerney, with seven voting for manslaughter and five for murder, the Ventura County District Attorney’s Office said.

There was no dispute during the trial that McInerney fired the fatal shots. The judge in that trial declared a mistrial in September due to the hung jury.

Ventura County prosecutors refiled the case and dropped the hate crime allegation. Prosecutors and McInerney’s attorneys later reached a deal that had him plead guilty to second degree murder, voluntary manslaughter and use of a gun.

Attorneys for McInerney could not be immediately reached for comment.

NEW YORK (Reuters Health) – Close to one in three teens and young adults get arrested by age 23, suggests a new study that finds more of them are being booked now than in the 1960s.

Those arrests are for everything from underage drinking and petty theft to violent crime, researchers said. They added that the increase might not necessarily reflect more criminal behavior in youth, but rather a police force that’s more apt to arrest young people than in the past.

“The vast majority of these kids will never be arrested again,” said John Paul Wright, who studies juvenile delinquency at the University of Cincinnati’s Institute of Crime Science, but wasn’t involved in the new study.

“The real serious ones are embedded in the bigger population of kids who are just picking up one arrest,” he told Reuters Health.

Though violent crimes might be on the rarer end of the spectrum of offenses, the study’s lead author pointed to the importance of catching the early warning signs of criminal behavior in adolescents and young adults, saying that pediatricians and parents can both play a role in turning those youngsters around.

Robert Brame of the University of North Carolina at Charlotte and his colleagues analyzed data from a nationally-representative youth survey conducted between 1997 and 2008.

A group of more than 7,000 adolescents age 12 to 16 in the study’s first year filled out the annual surveys with questions including if and when they had ever been arrested.

At age 12, less than one percent of participants who responded had been arrested. By the time they were 23, that climbed to 30 percent with a history of arrest.

That compares to an estimated 22 percent of young adults who had been arrested in 1965, from a past study.

“It was certainly higher than we expected based on what we saw in the 1960s, but it wasn’t dramatically higher,” said Brame.

Arrests in adolescents are especially worrisome, he told Reuters Health, because many repeat offenders start their “criminal career” at a young age.

The researchers said it seems that the criminal justice system has taken to arresting both the young and old more than it did in the past, when fines and citations might have been given to some people who are now arrested.

“If (police) find kids that are intoxicated or they have pulled over someone intoxicated… now, nine times out of 10 they’re going to make an arrest,” Wright told Reuters Health.

“We do have to question if arrest is an appropriate intervention in all circumstances, or if we need to rethink some of the policies we have enacted.”

He pointed out that young people who have an arrest on their record might have more trouble getting jobs in the future. It’s one thing if that’s because they were involved in a violent crime, he continued, but another if their offence was non-violent, like drinking underage or smoking marijuana.

“Arrest does have major social implications for people as they transition from adolescence to adulthood,” Wright said.

While the report didn’t ask youth why they had been arrested, Brame said that common offenses in that age group also include stealing, vandalizing and arson.

For most minor offenses, teens and young adults will get a term of probation or another minor penalty, he said. The most serious adolescent offenders and those with a prior record could be prosecuted as adults and end up getting a prison sentence.

Brame said that being poor, struggling in school and having a difficult home life have all been linked to a higher risk of arrest in that age group.

He and his colleagues wrote in Pediatrics on Monday that other warning signs of delinquent behavior include early instances of aggression and bullying, hyperactivity and delayed development.

Pediatricians might be able to recognize those warning signs more clearly than parents, and can point kids toward resources to help keep them out of trouble, such as counseling services, Brame said.

“We urge that parents who are concerned about their kids’ well-being, that they get those kids in to see a pediatrician on a regular basis so the pediatrician can do the things they’re trained to do.”

CHICAGO – (Reuters) – A small Chicago futures exchange aims to be the first regulated U.S. market to offer legal betting on the outcome of a U.S. presidential election.

The North American Derivatives Exchange is set to ask the Commodity Futures Trading Commission on Monday for its stamp of approval on contracts tied to the winner of the 2012 presidential election as well as on which political party will dominate the U.S. House of Representatives and Senate.

The contracts could start trading as soon as next month, when a series of Republican nominating contests kicks off with the Iowa caucuses on January 3.

“We think politics and elections matter,” said Yossi Beinart, CEO and President of Nadex. “We think (the contracts) will be very, very popular.”

Former Massachusetts Governor Mitt Romney, Texas congressman Ron Paul, and former U.S. House Speaker Newt Gingrich are leading a crowded Republican field seeking to unseat President Barack Obama next November.

Bettors can currently pick their favorite candidates at Intrade, a Dublin, Ireland-based electronic exchange that also offers betting on whether the United States’ economy will go into recession next year and whether “The Artist” will win the Academy Award for Best Picture.

And for 20 years the University of Iowa has run a small electronic market that one of its managers, professor Thomas Rietz, says is a better predictor of election outcomes than polls.

Both markets provide real-time snapshots of which candidates are gaining or losing ground.

After presidential hopeful Mitt Romney earlier this month tried to settle an argument with Republican rival and Texas Governor Rick Perry by offering a $10,000 wager, for instance, the price of Intrade’s Romney contract fell on speculation voters would be turned off by what seemed to be Romney’s cavalier attitude toward a large sum of money.

Candidates “obviously follow polls very, very closely, and would like to see what the American public is thinking,” Beinart said. “I have no doubt they follow Intrade today and I think they will follow this as well.”

Nadex currently offers contracts on currencies, oil and stock indexes, with nearly a million contracts traded this year. That makes it small potatoes compared with market leader CME Group Inc’s three U.S. futures exchanges, where 13 million contracts change hands daily, each with an underlying value of as much as $1 million.

By contrast, Nadex is squarely a retail deal – individual traders can open accounts with as little as $100 in the bank.

PLACE YOUR BETS

The market would work like this: Say the Romney contract is trading at $49 — suggesting that market participants overall see a 49 percent chance that the former Massachusetts governor wins.

Buy it there and if he does win, the contract will be worth $100 once the vote count is in, netting you $51 less the 90-cent exchange fee. He loses and you are out your original $49.

But here is where it gets interesting. Say the Romney contract rises to $80, perhaps for example, as one of his opponents makes a gaffe. You could then sell your contract at a profit, even before the election takes place.

Or suppose you are working on the Romney campaign. Even though you think your candidate will win, you can hedge your bets by selling Romney contracts that will pay out if he loses.

However, under Nadex rules, Romney or any other candidate would be prohibited from buying or selling contracts.

PITFALLS

While futures contracts tied to commodities like grains or butter have been around for centuries, contracts tied to events have a much shorter, and contested, history.

In 2003, the Pentagon closed down an effort to use futures contracts to predict acts of terrorism after the project drew a public outcry. Last year’s Dodd-Frank Act specifically outlaws futures contracts tied to assassinations, war and terrorism.

But other, less-controversial contracts linked to events remain on offer in the United States, like futures tied to the snowfall in Minneapolis or the severity of the hurricane season at CME.

Beinart, whose sparse office is just down the street from CME’s Chicago headquarters, expects political contracts to be equally acceptable to regulators, who have yet to issue definitive rules on event contracts.

“We believe they are perfectly legitimate and good contracts and should be approved,” he said.
